INTRODUCTION

 

                        Consequent upon reorganisation of Forest Department, Bargarh Forest Division has come into force with effect from Ist October, 2003 vide Resolution No. 13228 dated 8th August, 2003 of Government of Orissa, Forest & Environment Department. After reorganisation Padampur Range of Padampur Revenue Sub-Division & Bhatli and Kamgaon Range of Bargarh Revenue Sub-Division have been merged in this division being separated from the Khariar Forest Division and Sambalpur Forest Division respectively. Presently the Forests of Bargarh Revenue District is controlled by the Divisional Forest Officer, Bargarh Forest Division, Hirakud Wild Life Division & Sambalpur (South) Forest Division. Out of the total geographical area of 5834.0 Sq.km the forest cover is 1216.13 Sq.K.M. only which constitutes 20.84 %. Out of the 1216.13 Sq.K.M. forest area, 852.21 Sq.K.M. is under the administrative control of this division. Balance 354.40 Sq. K.M. is under the administrative control of Hirakud Wildlife Division and 9.52 Sq.K.M. is under the administrative control of Sambalpur South Division.

                        In the meeting of District Integrated Nursery held at Pipalmunda on 16.10.1997 it was decided to allot the northern side of the Mother & Child Health Care hospital campus at Pipalmunda comprising an area of about 0.8 Ha. to Deputy Director, S.F.P. Bargarh for the Permanent Nursery. The existing Tube Well & Pump remained within the allocated area of the Social Forestry Project. The nursery was running with the allotted fund of the District Administration from October, 1997 to August, 2000. Since then the nursery is being run on revolving basis. The details of funds deposited, funds spent since September, 2000 to date are reflected below.

ECO-CLUB

                        250 Nos of  schools in the District of Bargarh have been included in the Eco- Club  (National Green corps ) programme . 100% financial assistance received from Govt. have been  released  to each school to carry out different activities as per guidelines issued by the Govt. The District Implementation & Monitoring Committee, Bargarh is reviewing the activities of the Eco-Club Schools regularly. The Utilisation Certificate and Activities are also submitted to Govt. regularly.

 

MANAGEMENT OF FOREST THROUGH V.S.S

 

                        Much emphasis has been laid to manage the forest area under J.F.M. approach. The forest fringe villages are in constant touch and adequate steps have been taken to motivate them for protection of the forest area. The villagers have also shown their keen interest to take the responsibility of protection of forest. Besides, formation of 245 number of V.S.S in this division, sincere steps are also being taken to form more V.S.S and assign the forest areas to them for future management. NATIONAL AFFORESTATION PROGRAMME

 

                        There are 245 Nos. of Vana Samrakshyana Samities in this division and the area covered by these VSS are 32365.04 Ha. The Forest Development Agency, Bargarh has been sanctioned by the Ministry of Forest & Environment, Government of India vide authentication No. CSS-NAP-FDA-37/2005-06 dated 10.06.2005 for implementation of project work under National Afforestation Programme. The scheme of 10th Plan is being implemented in 18 Nos. of VSS.

                         Further during 11th Five Year Plan 20 more Nos. of VSS were included in FDA activities against the work programme sanctioned vide authentication No. CSS-FDA/352/2006-07.  In the same VSS some more afforestation programme has been taken up during the year 2007-08.

                        For implementation of NAP activities of 10th Five Year Plan an amount of Rs. 87,00,000/- in two phases have been received out of which Utilization Certificate for Rs. 85.03 Lacs has been submitted.

                        For 11th Five Year Plan Rs. 18.14 Lacs have been received out of which Utilization Certificate for Rs. 18.10 Lacs has been submitted. Further a sum of Rs. 70.0 Lacs has been received during this quarter against which Utilization Certificate has been submitted during March, 2008.

                        Professor P.C. Mishra, Head of the Department of Environmental Science, Sambalpur University, Jyoti Vihar, Burla have evaluated the afforestation activities of 10th Five Year Plan and has awarded 7.36 point out of 10 point.

                        Under Entry Point Activities one project each in 18 V.S.S of 10th Plan are operational which includes Drinking Water Facility, Construction of Community Centre, Construction of School, Construction of Road etc. Funds for EPA activities of 11th Five Year Plan has been partly released.

 

DEVELOPMENT OF BAMBOO SECTOR

UNDER NATIONAL BAMBOO MISSION

 

                        Under the above scheme, allotment of Rs. 2,73,000/- has been made towards development of a Centralized Nursery in public sector. The work is under progress at Pipalmunda. For 2007-08 and 2008-09 Annual Action Plan of Rs. 4305900.00 each have been submitted to the Project Director, OBDA, Bhubaneswar for necessary approval. In the meanwhile, the allotments for following activities are received.

ORISSA STATE MEDICINAL SERVICE PROGRAMME

             State Medicinal Plant Board, Forest & Environment Department, Government of Orissa have sanctioned Rs. 2.20 Lacs towards raising of qualitative planting materials in Bargarh District. The break-up of the sanctioned amount are as follows.

Disposal of Seedlings

                        Two NGOs, the Institute for Rural Development & Management Studies (IRDMS) with its unit office at Khajurtikra, Bargarh and New Life Club with its unit office at Bhalutikra, Bargarh are working under the SMPB service programme under OFFDI towards promotion of medicinal plants in the district. As per the programme guide lines the following medicinal seedlings are distributed to the primary gatherers for cultivation through the above NGOs.

            Conducted an awareness training programme on cultivation involving Vaidyas/ primary gatherers on 19.8.2007 at Sohela.

            Conducted workshop on medicinal plants at Hotel Oriental, Bargarh on 12.10.2007. Dr. J.P. Singh, IFS, C.F. (KL) Sambalpur Circle, Sri B.N. Hota, DFO Retd and Sri M. Mahapatra, D.C.F. SMPB Bhubaneswar attended the workshop as resource person.

ORISSA STATE VANASPATI VANA PROJECT

 

                                Vanaspati Vana Project a centrally sponsored scheme under the Ministry of Health & Family Welfare, Government of India is in operation in Gandhamardan Hill Range for the conservation and propagation of medicinal plants to meet the demand of Indian System of Medicines.

 

PROJECT AREA

 

                    Gandhamardan hill range spreads over 2 Revenue Districts namely Bargarh & Bolangir. The total area of Gandhamardan Reserve Block is 18029.0 Ha. Out of which 12569.0 ha. comes under Bargarh District.

 

                    Out of 12569.0 Ha. of Gandhamardan Reserve Block in Bargarh Forest Division only 2120.0 Ha. area have been selected for implementation of works under Vanaspati Vana Project.

           In the implementation of this Vanaspati Vana Project in Gandhamardan Forest Block 15 number of Vana Samrakshyana Samiti situated along the project areas have been associated directly in the execution of the project activities. 2000.0 Ha. of In-situ Conservation area have been distributed among them for protection, conservation and propagation of medicinal plants i.e. trees, herbs, shrubs and climbers.
