INFORMATION SHEET ON DISTRICT LABOUR OFFICE, BARGARH

FOR THE YEAR 2007-2008

 

       The District Labour Office is functioning at Bargarh w.e.f. Dt.2.01.1991.

       The Inspectors of Labour Department are assigned to look into the implementation of various labour laws. The achievement made during the year 2007-2008 (upto March-2008) under different Labour Acts are as follows:

1) Parties preferred appeals in higher forums

2) in 09 Cases prosecution filed against the defaulting employees in court of law for non-implementation of Award.

3) In 02 cases Draft prosecution  Report have been submitted to Labour Commissioner Orissa, Bhubaneswar for approval.

 

IV. INDUSTRIAL RELATION

          There are 7 units under large and medium Sector in the district. Ramnagar Power Loom weavers Co-operative society Ltd., Tora, Bargarh has been closed since long due to different reasons. Besides the above there are 70 nos. of small & medium rice mills are functioning in the district 28 nos. of trade Unions have obtained registration certificates under Indian Trade Union Act.1926.

          The overall Industrial Relation Situation in the district is cordial. The workers are getting minimum wages in all industrial establishments.

5. Aim & Objective of the Project :  To withdraw child labours from Hazardous and non-hazardous sectors and to rehabilate & mainstream at least 2000 child labour in each 3 year.

            In addition to the above, two Doctors and one Master Trainer for Vocational Training for each N.C.L.P. should be engaged. The local Govt. Doctors have been requested to conduct health check up of child labours once in a month. The candidates who have acquired Vocational Training are being engaged as the Vocational Instructors of the Spl. Schools.

 

8. Supply of text Books:

            The Text Books  are being supplied to all student of NCLP from DPEP/SSA Bargarh

 

9. Mainstreaming of Students:

            After completion of 3 years tenure of NCLP Spl. Schools by giving 5th Class Standard of education to Child Labour students, the students are being mainstreamed to General Schooling system i.e. to General School, Shebashram School etc.

10. Health Check-up of the Child Labour students in Spl. Schools:

           All the students has been issued with Health Card. The health Checkup is being done by the Dist. Medical Officer (C.D.M.O.), Bargarh. The health card are being maintained by them at the time of health check up. There is decision to pay Rs.250/- to doctors for each visit.

11. Supply of Mid-Day-Meal:

Meal and Tiffin of Rs. 5/- per child per day is being given to the Child labour students in each working day. Out of that meal cost of Rs.3.80 and tiffin cost of Rs. 1.20 is being given per day, Rice, Dal, Curry are being given in meals. One Boiled egg is given in each alternate day to each child. Chuda Guda and Atta Halua and Suji-Upama are being given in each day as tiffin. Rice portion is being supplied by the Collector, Bargarh through Blocks with free of cost.

12. Stipend:

There is provision to give stipend to each student @ Rs.100/- P.M. Accordingly the stipend money is being deposited in the respective Joint A/c (In the name of the student and his/her mother/father) The pass book have already been opened in the near by post offices adjecent to the school.

13. Type of teaching materials supplied:

            Chalk, Duster, Map, learning chart, Black Board etc. are supplied each year.

14. Mode of conducting examination:

The question and answer papers are being supplied by D.P.C., D.P.E.P. /S.S.A., Bargarh and examination is being conducted as per D.P.E.P./S.S.A method.

15. Steps taken to enroll the parents of the C.L.s under different Antipoverty programme: 

         Steps have been taken to enroll atleast one of the adult member of the family of the Child labour in the poverty Alleviation Schemes, E.A.S and to rehabilate them under BPL Category.
