The Office of the Project Director, Watershed, Bargarh is functioning
with Head quarter at Padampur, since 6th May, 2005 after
creation of a separate Office for the Project Director, Watersheds by
Department of Agriculture, Government of Orissa with supporting staff
for smooth implementation of Watershed Development Programme being
implemented under different schemes funded by MoRD, GoI as well as
Watersheds under DFID assisted WORLP in Bargarh District. Watershed
programmes which were managed under the DRDA have been transferred to
the control of Project Director, Watersheds for effective implementation
and management. The District Collector is the Mission Leader of the
Watershed Programme in the district.
The Office of the Project Director, Watershed, Bargarh is now
functioning with Head quarters at Padampur with supporting staff
(Sanctioned Position) like 4-APDs,
1-Head Clerk, 2-Sr. Clerk, 2-Jr. Clerk, 1- Jr. Steno, 1-Driver, and 3-
fourth grade staff.
Besides, 4 Capacity Building Team (CBT) members recruited from
the open market under WORLP are working in the field of Livelihoods,
Micro Finance, Natural Resource Management and Monitoring &
Evaluation.
There
are 12 blocks in Bargarh District, however Watershed Programme is being
implemented in nine blocks. Three blocks Bargarh, Attabira and Bheden
are not covered under any watershed programme as these are under command
area of Hirakud Dam.
At
present 9 PIAs are working in the District. Out of which the ASCO
Bargarh is functioning as PIA (DPAP) Sohela, Four JSCOs are working as
PIAs under DPAP and one JSCO is working as PIA under IWDP-I & IWDP-II.
Similarly one Asst. Agril. Engineer is working as PIA under DPAP,
Bijepur.
Under DFID assisted WORLP, 4 Blocks-Sohela, Jharbandh, Padampur, and
Gaisilet have been included from the year 2005-06 where in 10 watersheds
in each of the Blocks has been taken up. Two no. of Asst. Engineers and
two no of NGOs, namely Sabuja Biplav and Agriculture Finance Corporation
Ltd. are working as PIAs under WORLP in Padampur, Jharbandh, Gaisilet
and Sohela Blocks respectively.
In
Dec 2007, the WORLP Plus activities were extended to other 50 watershed
of 6 DPAP and one IWDP blocks.
For
each WORLP Block of Phase-I (40 watersheds) and Phase-II (50
watersheds), 3-members Livelihood Support Team (LST) have been recruited
from open market for supporting the PIAs in the field of
Agriculture/Livelihoods, Micro Enterprise and Social Development.
